So in order to divide 1 with a fraction, there is one important thing that you should know. 
Either they both should be natural numbers or they are both fractions. Since ⅔ cant be expressed as a natural number, we have to express 1 as a fraction.
We have to express 1 as a fraction with denominator (the bottom part of the fraction) 3 because in order to divide 2 fractions they should have the same denominator.

We express 1 as 3/3 because 3 divided by 3 equals 1 and also the denominator is 3.
So, 1-⅔=3/3-⅔

If the denominators are the same, we divide only the numerators (top part of the fraction)

so 3/3-⅔=⅓
