Basically, the national budget that is accumulated from the taxes that were paid by the taxpayers is categorized on the different sectors for the sake of the whole nation. One of these sectors includes college education for some countries. Hence, we can assume that the taxpayers are already paying for the college tuitions of universities that offer free college. Although, there are still some universities that are private, and this can only be acquired by paying your own money or through scholarships.
