perpendicular line=> y=-2x-3
slope=-2
the slope of the perpendicular line is -2 so the slope of the line you are looking for would be the negative reciprocal of that or -½ so m = -½
line passing through(2,-3)=(x,y)
we get slope of line(m) but cant get still constant (c) for that, put these values in standard equation:-
-3=-½*2+c
-3=-1+c
-3+1=c
-2=c
now we gate c and m now put these values in standard equation of line.
y=-½ x-2
y=-x-4/2
2y=-x-4
x+2y=-4
