we know that the slope of the two parallel lines will be the same so the slope will be 

 m=(-3), by equation y=-3x+2,

The line passes through the point (0,3) using the general equation of a line 

y=mx +c, slope [y-y']=m[x-x']

(y-3)=m(x-0)

y-3=mx, where m=-3

y=-3x+3

so the equation of the line that is parallel to the line y=-3x+2 and passes through the point (0,3) will be y= -3x+3.
