Given line y= 2x , here slope is 2 

Required slope is= -½

Because m(2)=-1/m(1)

Line can be written as for slope -½

Y= -½ x+c ……(1)

This line equation passing through the point (-3,8.5) substitute x=-3and y= 8.5 into equation (1) 

8.5 =-½*-3 +c 

C= 8.5-3/2

C=7 

Putting value c in equation (1) 

Y= -½x +7 is the equation fr the line that is perpendicular to y=2x and passes through the point (-3,8.5).
