Okay so we have the ration 3:4 men to women and there are 198 men.
This is how you can solve these exercises. 
If it says that the ration is 3 to 4, basically the 3 and the 4 will get multiplied by an X and their sum will be equal to the number of the all workers in the factory.
So: 3x+4x=7x=all workers

we know that 3x=number of men and 4x=number of women

from the exercise we know that 3x=198 so x=198/3=66

To find out how many workers are there we do this: 3 *66 + 4 * 66= 198+264=462 workers
