In reading fluently, the speed of reading is not actually a factor. Moderate speed is enough, as long as the reader can pronounced the words fluently, with proper intonation, and proper correct reading style, like stopping during a period, and pausing during a comma. If a reader does read a text in a fast way, then some listeners may not be able to understand what the context is all about. The concept about reading is all about moderation, and proper word pronunciation.
