An irrational number is a real number which cannot be represented by a simple fraction. It also cannot be form like a ratio. The rule states that if N is an irrational number, then the value of N is not equal to p/q where p and q are integers and q is ≠ 0. In this case, √5‾ is the irrational number, √4‾ is not because 4 is a perfect square but √5‾ repeats it's decimals infinitely.

Answer is √5‾.
