Lithium is a strong reducing agent as lithium ions have the tendency to lose electron, Lithium ion have the least reduction potential. That's why Lithium is a strong reducing agent.

Fluorine has the highest reduction potential, means fluorine ions have the tendency to gain electrons. Hence,  fluorine oxidizes another substance. And, it is considered as the best oxidizing agent.
