Okay lets transform the percentage first into a fraction and then into a decimal number. Every percentage can be expressed as a fraction in this way:

The percentage divided by 100. In our case 60% is equal to 60/100. 

If we divide 60.0 by 100, the comma on the 60.0 will go left with 2 digits because 100 has 2 zeros.. If we would have divided by 1000 it would go 3 digits to the left because 1000 has 3 zeros and so on.

If the comma goes 2 digits to the left, from 60.0 we would have 0.600 which is equal to 0.6.
