Okay so basically we have a shirt that costs $8.50 and also there is a 6% sales tax. In order to find out how much the total cost will be, we have to find out how much tax he will pay and then he will add it to the shirt's price. 

6% of the sales tax that means 6% of $8.50.

6% of 8.50 is equal to 6/100 * 8.50. 

Lets multiply 6 with 8.50 and lets divide the result with 100.

6*8.50=51

51/100=$0.51

The total cost= shirt price + tax

$8.50 + $0.51 = $9.01
