The last major group to be granted U.S. citizenship en masse were Native Americans, who were granted citizenship by an act of Congress through the Indian Citizenship Act of 1924, also known as the Snyder Act. Although the act made all Native Americans born within the territorial limits of the United States American citizens, it did not guarantee the right to vote, as this was controlled by state law. It wasn't until later, with the passage of the Voting Rights Act of 1965 and various legal changes at the state level, that discriminatory practices such as literacy tests and poll taxes that effectively disenfranchised many Native Americans and other minority voters were eliminated.
