We have,

x = 4, y = 0

h = 3, k = -2

Putting values, we get

(4-3)² = 4a(0-(-2))

(1)² = 4a(0+2)

1 = 8a

a = 1/8

a = 0.125

(x - 3)² = 4×0.125(y +2)

x² - 6x + 9 = 0.5(y+2)

x² - 6x + 9 = 0.5y + 1

0.5y = x² - 6x + 9 - 1

y = 2x² - 12x + 16
