Paraphrasing generally refers to the usage and restatement of  word in a contextual output, without directly copying the whole statement from the source or the references.  It basically means to formulate or derived the idea of someone, and restating it in a manner that is based on the person's own understanding, or to his/her own words. Paraphrasing is often done in academic works, in order for the author to express his/her statement in a way that is understandable for him/her and to his/her audience. Paraphrasing can also be done by putting a quotation mark to someone's exact word as a sign that you've paraphrase that word.
