Let the constant of proportionality be α

Let the cost of book be C and number of books be X

C =αX

α = C/X

For the 12 books:

C = 59.88/12 = 4.99.

And for the 21 books:

C = 104.79/21 =4.99.

The α for the two purchases is the same, thus there is a constant of proportionality between the two purchases.
