let the width of the rectangle be x

length = (x+3)

perimeter of the rectangle = 2(l+b)

Substituting value :

 2(x+3+x) =130

 2(2x+3)= 130

 4x+6 =130

4x = 130 -6

 x = 124/4

 x = 31

So, width = 31 inches

and length = x +3

                   = 31 + 3

                   = 34 inches
