The two main sources of government revenue are mostly coming from taxes, which can be categorized into three which are income taxes, payroll taxes, and corporate income taxes. This basically means that the government can only function if there is an accumulation of taxes, or rather, we can say that without the people, a government cannot function, because the people are responsible for paying the taxes, from employment and other sources of revenue.
