The attraction between the hydrogen atom on one water molecule and the oxygen atom on another water molecule is called Hydrogen Bond.

Hydrogen Bond is a special type of dipole - dipole  attraction between two molecules. It is mainly an electrostatic force of attraction that occurs in hydrogen atoms which are covalently bonded to an atom with a higher number of electronegativity. Hydrogen atoms can bond to its fellow Hdrogen atom since it has an electronegativity of 2.1, Nitrogen with an electronegativity of 3.0, Oxygen with an electronegativity of 3.5, and Fluorine with an electronegativity of 4.1.
