We have,

|2x - 5| - 4 = -3

|2x - 5|  = -3 + 4

|2x - 5| = 1

Now, taking both positive and negative cases.

2x - 5 = 1         …1

And, -(2x - 5) = 1        …2

From equation 1,

2x - 5 = 1

2x = 1 + 5

2x = 6

x = 6/2

x = 3

From equation 2,

-(2x - 5) = 1

-2x + 5 = 1

2x = 5 - 1

2x = 4

x = 4/2

x = 2

So, value of x is 2 and 3.
