According to me , third option is right when the number of plants increase, the number of animals remains same.

Reason of my answer is, not every animal depends on plants so if plants decrease it not effect every animal so both two statements don't give sure answer but third statement gives a sure thinking that if plants increase it don't effect the number of animals .
