Definition of Rational Number : Any number of the form (p/q) where p, q are integers and q ≉ 0 is called a rational number. For example - 7/9, 9/11, 4/5, etc…
Accordingly the given number 0.23 is a rational number. Because it can be represented as 23/100 , which satisfy the condition of a rational number. Hence, 0.23 is a rational number.
