We have,

-6x - 4y = 12           .…1

12y = -18x - 36       ….2

These equations can be written as:

-6x - 4y - 12 = 0

 -18x -12y - 36 =0

Here,

a1 = -6,  b1 =-4, c1 = -12

a2 = -18 , b2 = -12 , c2 = -36

Now, a1/a2 = -6/-18 = 1/ 3

b1/b2 = -4/-12 = 1/ 3

c1/c2 = -12/-36 = 1/ 3

So, a1/a2 = b1/b2 = c1/c2

Thus, given equations has infinitely many solutions
