If the car rate of speed on traveling slows down, then the time it would take for the car to reach the distance that it wanted to travel will increase since velocity decreased. This can be solved or proven by the use of the formula for velocity, 

v = d/t

t= d/v

d = tv

v = velocity

d = distance

t = time

The velocity of  a moving body is inversely proportional to the time it would take for the body to reach its destination, thus if the velocity decreases, the time increase, if the velocity increases, the time decreases. Distance is considered to be a constant factor that may vary only depending on the condition.
