Wall we know that The quadratic equation in standard form is 

y = ax^2+bx+c , where a,b,c are real number and the axis of the symmetry is given by x=-b/(2a)

Given equation by the question 

 y = ax2 - 4x + 3 

Where x= -2 , b= -4 ,the axis of the symmetry is given by x=-4/(2a) 

At x=-2 so ,-2=-4/(2a)

-4a=-4 

a=-1  answer.
