We have,

y = 2/3x - 2 and point (5,7)

Slope, m = 2 /3

negative reciprocal slope of the perpendicular, m= -3/2

Now, putting values in y = mx + b         …1

7 = -3/2(5) + b

7 = -15/2 + b

14 = -15 + 2b

2b = 29

b = 29/2

Now, putting value of b in equation 1

y = -3/2x + 1

 

This is the required equation.
