The first thing we need to do is to remove the brackets. Lets multiply 8.3 with (x+3.1)

8.3x+25.73=83

Lets put the unknown variables in one side and the numbers on the other side. If a variable or number changes side, they will have their sign changed from a + into a - and vice versa.

8.3x=83-25.73

8.3x=57.27

Divide both sides with 8.3

8.3x/8.3 = 57.27/8.3

x=6.9
