The correct answer to the question “What is an adverb?” is B. a word that modifies verbs and some other parts speech.

By definition an adverb is a word or it can also be an expression that modifies a verb, adjective, another adverb, determiner, clause, preposition, or sentence. Adverbs usually answers the questions, how? in what way? when? to what extent? etc.

Example:

The director  shouted  furiously at the his associates for the mistakes that they have done.

Furiously modifies the verb shouted, hence the emotion of the subject can be clearly understood with the help of the adverb. Without the use of  the adverb, it cannot be easily determine what the subject is feeling, or in to what extent is he/she shouting to.
